The moron was simply unaware of how many zeros are in a billion. I say this because I actually saw the math written out in an email using the figure of 200 million for the number of taxpayers. I wondered if that stat was true as well, but the places I've seen it used not the TOTAL population of Americans but the number of folks who paid taxes in 2007.
